However, Fjallmenn lore speaks frequently of a person called the Dekanda who is capable of shapeshifting into the form of a dragon even if they have not ever seen one. While most dismissed this as common folklore, opinions were changed when someone did indeed transform into a dragon during the Harmonic era.
