Monarch

Monarchs are people who rule an entire society, inclusive of all subcultures in the area. These may be further defined by the titles of King, Queen, Emperor, or others. Monarchs are typically held in high regard and are permitted to do nearly anything they please, although the public may revolt and overthrow them if they are treated too poorly.
